Tõnis Lukas was born on 5 June 1962 in Tallinn. He was educated at the University of Tartu and holds a MA degree in History. Mr. Lukas started his career as a school teacher in South-Estonia. He has worked as a lecturer in the University of Tartu and a Director of the Estonian National Museum. In 1995 he was elected as Pro Patria Union MP in 1995 parliamentary elections. Mr. Lukas left the parliament in 1996 after being appointed to Mayor of the City of Tartu. After the parliamentary elections of 1999 he served as a Minister of Education (1999-2002). Since April 2007 Mr. Lukas has been Minister of Education and Research of the Republic of Estonia.
